What the visual says

The 2025 Index’s resilience score measures institutional response. The correlations ask a different question: how does that score move with two individual criminal markets?

Where it stops

The correlations are descriptive. Better detection and reporting can raise recorded cyber crime, and correlation does not establish institutional effectiveness or cause.

Source and status. Global Organized Crime Index 2025 as reported in the AU essay; scale 1–10 for resilience. The two market associations are country-level correlations. Visual version 1, 1 October 2026.
